Surely the root is people's relationship with their online data, and the vast majority of the population being uninformed and uninterested in data security and privacy. There was a recent post about how the internet was better before everyone was on it. I'm not sure I agreen, but the average ability of any internet user to think critically has certainly tanked since the advent of the smartphone.
