That's a pretty big exaggeration. Taken from the first GPU review I looked at, a GTX 1070 Ti can run DOOM (the new one) at ultra settings at 170 FPS. [1] Sure that's a bit faster than an average gamer's card, and DOOM is better optimized than many games. But the most powerful hardware running a decade old game at low settings will easily get several hundred FPS. (It's hard to find benchmarks of this, though, so I settled for a recent game at Max quality). The counterexample is games which were designed for fixed 30fps which fall apart at higher framerates, but those are generally limited to Bethesda games and Japanese console ports.
