I'm not sure the article is even correct. There's always been space for suitcases next to the driver. Passengers never sit next to the driver - all 6 seats are in the rear. This new cab presumably still has that space available.
The boot (trunk) of a standard black cab is tiny, and never used for luggage anyway. 3 of the rear seats (the rearward facing ones) fold up and down, so in normal use (when there's less than 6 passengers) there's plenty of space for large suitcases in the passenger compartment. This is how they're used now, and I really doubt this new cab (which has a larger passenger compartment) will have a problem without any boot space.
