I tried suing UPS directly. https://www.dnainfo.com/new-york/20151002/central-harlem/harlem-bicyclist-sues-ups-for-routinely-parking-trucks-bike-lanes https://www.dnainfo.com/new-york/20151002/central-harlem/har... its still ongoing. There are over 1000 UPS trucks on NYC streets so the shaming force would have to be huge.
