- dang 9y agoFlags affect story ranking before the [flagged] tag appears. The tag appears when the effect of the flags exceeds a certain threshold. Since "flagged" isn't a binary state that's the only easy way to do it, but it does mean that a story's rank is sometimes affected by user flags without that being visually displayed yet. Usually it shows up after a while.
