He's wide ranging, but his whole point in writing the book is to discuss why the current institutions devoted to education are inappropriate and even destructive (http://adambachman.org/illich_03.html http://adambachman.org/illich_03.html). He goes on to suggest what an appropriate, human centered replacement could look like.
