This doesn't need docker and not even 20 minutes.
initdb -D mypostgresdatadir # creates the DB
postgres -D mypostgresdatadir -p 1234 # runs DB on given port
Done.
On systems like Ubuntu, these binaries live in e.g. `/usr/lib/postgresql/9.5/bin/postgres`.
