It depends on the product you are building and the team.
E.g for us it was super useful (team of 3) as we just hired a designer ux/ui guy that knew some flexbox stuff and javascript and now he is adopting into react-native quick enough and he is able to change bits in the actual app without us having the need to do it for him.
What am trying to saying is that if we were doing native development for example, there would be no way that the designer knowing a bit of javascript could go in and do it himself in swift/c or java, he'd need us to do it for him.
