This is happening north of the boarder as well, but not just with Hydro power. Because natural gas prices are so low ATM, you are starting to see long-term Power Purchase agreements for sites in Southern Alberta. I can't see any reasonable argument for putting more carbon in the atmosphere for such a speculative asset/business model.

I can't see any reasonable argument for putting more carbon into the atmosphere for heating mcmansions, driving trucks as a passenger vehicles, or maintaining a perfect lawn, but other people seem to disagree. The problem is that the cost of carbon release is too low. If we internalized the carbon externality with a carbon tax it would give people the pricing information they need to make good decisions.
