We don't know that from her blog post. Maybe the manager had negative feedback for others on her team stemming from this, and she just isn't aware (or didn't include it). I would agree that the manager has done a poor job of managing to let things get to the point where this person felt the need to act as she did. Even if he didn't miss an opportunity from this, he seems to have missed many previously.
