It's an interesting paper, but there's no evidence it was ever used in HUD policy.
- politician 9y agoThe national dispersion strategy was established in the late 40s and early 50s, almost 20 years before the Department of Housing and Urban Development was founded [1]. By that time, suburbanization was well advanced.
