      I'm obviously not as qualified as you are to make a judgement, but from every account I've heard, the government (and police, etc) are very, very corrupt.

  While it might not be a cesspool, it is as corrupt and weak as many others. And it's only getting worse. (Not to undermine the extremely racist original comment)
