Similarly to "suggested edits" for pages/businesses. You have an accuracy score as an editor based on how many of your suggested edits get accepted/approved. I'd be willing to bet my hat that they have a similar scoring for approving suggested tags - don't click them/ignore them complete for a few days and you'll probably start seeing that suggesting a lot less.
