Using the Windows/meta key as launcher shortcut is supported, but enabling it is a bit opaque.
1. Right click on the application launcher
2. Select "Application Launcher Settings"
3. Select the "Keyboard Shortcuts" tab
4. Set the shortcut to "Alt + F1"
5. Click "Apply" or "OK"
Verified this works on whatever 5.12 spin is on Kubuntu backports.
