  I don't get how you drew that conclusion. All this statement says is that ISPs are not required to police piracy.

  First: in the spanish version the adjective "legal" could be referring to content too. But even if it didn't... Second: if I told you "you are free whatever you like", that doesn't mean killing people or robbing old ladies. Obviously other laws are still in place.
