That's a cool idea, if you really want to quote-tweet someone you can follow them, do it and then unfollow them, so you're not limiting behavior really, but it would still reduce the number of times it happened. However I think twitter used to have a lot of weird secret features like how DM's could accidentally become public if you formatted them wrong, and another secret rule to twitter could be a bad idea.
