You shouldn't infer that because China has mounted one railgun to a ship that they have some magic breakthrough. There are kids that have made railguns in their garage, but that doesn't mean that they are appropriate for naval warfare. There are at least two approaches to development: 1. Create a railgun as powerful as you desire, then develop the tech until it is suitable to go on a ship. 2. Create a railgun suitable to go on a ship, then develop the tech until it is as powerful as you desire. The Chinese railgun right now isn't any better than conventional guns.
