I can personally attest to this happening. Candy Crush kept popping back up, completely installed after I removed it. I'm sure I didn't accidentally click any dialogue boxes popping up asking for it to be installed. I've only recently come back to Windows from MacOS for work, and this (along with the invasive tracking that doesn't turn off even if you turn the settings off) floored me.
