I don't think people spend more time than necessary on any London tube line during rush hour because it's cheap. Any extra time spent is trying to squeeze into an already packed train or waiting at barriers when the station closes due to overcrowding. But that's still faster than taking the car, just cycling tends to be a bit faster door2door.
