I find the article a bit too focused on the financial aspect of blockchain technologies. Yes, Bitcoin is a payment system but the underlying technology goes way beyond the financial sector. I would not say that having a safe ledger that we all can trust without question for our democracies around the world a solution to a "non existant problem", just look at recent elections. Scalability/Performance issues should not be taken too much into account today, as we're still in the infancy of these technologies and can be pretty sure that they will radically improve over time.
