Shouldn’t method A be fairly easily scriptable?

  Sure; what tools should I assume are on the target computer to script it, and how do I safely use these tools to modify system configuration like /etc/postgresql/10/main/pg_hba.conf? Docker almost answers these questions, but it creates an equal number of new questions.
