Doesn't that allow you to treat your government as infrastructure and your culture as your source of vision though? Granted I don't live there, but that sounds appealing to me. A boring, efficient, and well-run government would be like giving your society a great COO. Which then opens up the possibility for the people of the society to be their own visionary CEO.
