Personas are always just a projection of bias whether from the UX team or from stakeholders. They are absolutely a useful tool, but often abused. Too often I saw tickets written by product owners with stories like "As user type X I want to be able to do Y when I'm in this situation" where there was no empathy in correlating the actual functionality with anything to do with the persona and they literally just wanted that functionality in the system. Which is fine, but at that point admit your persona system is bullshit and you're just doing opinion lead development.
