I feel like it’s not necessarily a false claim, just a hopeful one. As a corollary every company in some respect uses spin to become who they are (you gotta fake it til you make it). Half a decade ago Tesla was making outlandish claims about their ambitions and they’ve not stuck to many of their commitments but no one accuses Elon Musk of fraud. He’s hopeful, not fraudulent.
