Emacs can have tabs, besides the obvious tab-bar mode, you could also just use i3. Set it to tabbed mode with super+w,then hit ctrl-x-5-2 to open new frames, they will open as tabs. (Frame means window in emacs lingo)
With Emacs anything is possible. You don't have to settle for buffers. There is also speedbar for a tree-based view.
