Well, it depends. Scrambling the production might be worth it if it doubles the margin. Without knowing the price they're quoting for the "emergency order" it's hard to judge what the business case is. I am a bit concerned about scrambling workers and production lines in heavy industry, though. Makes me question the safety of pushing tired workers to work faster/longer hours...
