That'd be "Google Opinion Rewards" (https://play.google.com/store/apps/details?id=com.google.android.apps.paidtasks https://play.google.com/store/apps/details?id=com.google.and...), and it does periodically throw surveys out about your travel history.

Do they actually pay users a fair wage for their time?

I get about 50c of credit for each survey which takes about 15s, so that comes out to $2/min or $120/hr which seems pretty fair. Of course, you can't actually do hours of these things.

It's more like 0-12 cents per survey, and they vary from absolutely odd ("Have you participated in a dance contest in the last month") to awful (most surveys ask you to confirm where you went yesterday)

they do, in a sense: each review and picture nets you levels and badges, I'm unsure what those are used for except bragging rights, but you can see them in reviewers pages. https://support.google.com/local-guides/answer/6225851?hl=en https://support.google.com/local-guides/answer/6225851?hl=en funny that fake internet points is enough motivation to extract hours of work
