Just the other day my Security instructor played to my class a video of Kevin Mitnick who mentioned during his prison sentence he was put in solitary confinement for a year. The story goes the US government believed Kevin could whistle into a payphone and trigger the launch of nuclear missiles. Solitary confinement is obviously meant to be torture. It's punishment within an organization where people are already being punished just by being there.
