Grammatically, it should be “Every Change Matters.” I’d also recommend staying away from “All Changes Matter.” At least for me, that brings to mind Black Lives

I’d also recommend staying away from “All Changes Matter.” At least for me, that brings to mind Black Lives Matter / All Lives Matter a little too much.
