I think what's interesting about this ICO is that their product is a natural fit with the blockchain ideology. Because of the encryption of telegram, people are already using for communications that they don't want observed by the authorities (eg telegrass). Adding cyptocurrency to this allows them now to exchange "money" for goods/services without having to resort to traditional money, credit cards. This would close the loop and create a compelling package, IMO. I'm not an expert at all in this realm - but it seems to me that this is one ICO that has a good chance.
