That is also true, but not the #1 priority. Most unnecessary uses of deadly force by police aren't triggered by pranks. I sure expect Tyler to rot in jail for quite some time, I'd be mad if he weren't. Ditto for the wannabe Dirty Harry who killed a civilian he swore to serve and protect.
