Yes, Ordnungswidrigkeiten are not Straftaten, but that is not what this discussion is about. Ordnungswidrigkeitenverfahren have the exact same constitutional limitations as Strafverfahren. > Against who? I have a feeling I'm going to roll my eyes at the answer, though.
