People name internal programs badly all the time. That shouldn't be an instant "they're unethical" flag. Furthermore, the developers working on these projects could have easily been told they were building something completely different than how it was used. We shouldn't make assumptions about the developer when there are people that we know knew what was going on. And is the last line necessary?
