This is probably the way it should be. Multinational corporation have subdivisions that handle local laws and customs. ex. Facebook Germany should handle all its specific speech laws rather than trying blanket global speech to Germany or EU specific laws. Though at that point you start losing advantages at scaling depending on implementation.
