Data caps have nothing to do with net neutrality.
- TheCoelacanth 9y agoRight, but it does prevent zero-rating, which they need to make some of the more restrictive data caps not seem too onerous.
- pitaj 9y agoTitle II doesn't prevent zero-rating either.
