I'm sure you didn't mean to imply this, but I'd like to note that IIRC Title II regulations did not prevent data caps or threshold throttling.

    Right, but it does prevent zero-rating, which they need to make some of the more restrictive data caps not seem too onerous.

      Title II doesn't prevent zero-rating either.
