Only responding to: "Well any out-of-state student would do that not just international ones." International students rates are even higher than out of state for my state uni. So you would need a greater number of newly enrolled out of state students to make up for the reduced enrollments of international students. Additionally, international students have other required costs like health insurance, etc that may also generate revenue.
