It says that they had to make cutbacks in CS but don't specify what the college did exactly. As far as I know, there is no basic research going on in music, swimming, newspapers, and languages. CS definitely basic research, but that was glossed over. Any sort of professor who could be somewhat replaced with an adjunct is not able to perform basic research.
