I grew up in Argentina, where the only times I remember being “punctual” when meeting friends was when we were going to a scheduled event such as the cinema or theater. Otherwise, you agree on a place and time (“let’s meet at my place, after 5”) and people show up whenever they show up. Nobody gets angry about it, because it’s a part of the culture. Now... if you flake out without telling people, that is something will get mad about.
