FWIW, I'm hearing-impaired (though not deaf) and I'm reasonably certain that if I ever end up in a situation with cops pointing guns at me, for whatever reason, I will end up dead.
Edit I'm responding to the point about using a loudspeaker, in case that wasn't clear.
