It's a completely wrong analysis. It's not even an analysis - it's just quoting a talking point straight from the MTA justifying their high payroll.
And, as the article demonstrates, it's completely off-base. If you look at the numbers from the article, it still doesn't add up, even assuming that every employee is given the most generous healthcare plan available, the kind that venture-backed Silicon Valley startups might give to their employees.
