I understand the feeling(1), but if only a small number of contractors are bidding for the work, and you pull the plug on a major contract, how do you move forward? Abandon any plans for extensions? Demolish buildings to build more roads? (1) In the UK, national government IT projects famously go over cost and sometimes, arguably, under-deliver. Much finger pointing. Very limited number of companies that have the scale to bid for projects.
