Why can't they just state something like... if battery total capacity < x % then set max CPU clock speed = x Ghz? Or whatever KPIs they use like battery wear

Why can't they just state something like... if battery total capacity < x % then set max CPU clock speed = x Ghz? Or whatever KPIs they use like battery wear level. The current release doesn't say anything more than what was previously known.
