Apple says that if they don't throttle it then phone can suddenly shut down (battery overheats, fail-safes shut the power so it doesn't explode) under certain circumstances, which is perceived as fault by end user. I would like to be informed of this "Your battery is starting to fail". Same way as SMART monitoring in disk drives tells you that it degraded too much and will break soon.
