The current regulations around Net Neutrality have only officially existed for that long. Previous attempts at regulation happened before that, and the principles around net neutrality were how the Internet worked for a long time until ISPs began to go a different direction. So, we've had lowercase net neutrality for basically the entire existence of the Internet. But the uppercase Net Neutrality has only been around for a couple years, but came into existence because we were losing the lowercase version.
