I was surprised to see this article because I remember hearing steps to address this in the U.S. over the years. Then I actually saw the article was about New Zealand and comments are about Germany and other countries. I'm not in the research business, but available after 1 year sounds reasonable to me. I can see the cost in vetting and distributing and how certain businesses and universities would pay a premium for quicker access.
