Ireland would much rather keep its word with Apple and not make them pay anything more than previously agreed to, but the EU is forcing its hand. The only deal being struck is between the EU and Ireland to make Apple pay additional tax that Ireland says Apple doesn’t owe, and it’s more of a threat from the EU than an actual deal.
