Yes, I am in Southern Spain and the concept of being an entrepreneur and starting a company seems to be completely foreign (pun intended!). There is a department in Andalusia that is supposed to help startups but they seem to focus on startups with very high capital behind them already - they point blank refused to help my company do anything (even finding an accountant!).
