Is there any difference between being able to pick and choose TV channels through a cable provider, and being able to pick and pick and choose services via ISPs

Is there any difference between being able to pick and choose TV channels through a cable provider, and being able to pick and pick and choose services via ISPs? Seems like a lot of people are against bundling when it comes to cable providers, but it seems to be the same arguments would apply to being against NN.
