A similar ripple is happening as China scales back on coal. Coal gets mined in Utah and shipped on unit trains out to Stockton, CA and put on freighters to China. A local developer is trying to move that port to Oakland but upwind of a residential area. He'd been turned down a few times but he tricked an administrator into a bad contract which the city has rejected.
